Before you start

This checklist covers what a clinic should have in place before its first YAKAP report. It is a working list, not an official one. PhilHealth's own issuances decide what a facility must do, so use this as a prompt and confirm each item against the current circulars.

02

1. Accreditation

Confirm that your facility is accredited, or applying, with PhilHealth. SugboDoc does not give accreditation. If your clinic needs to send a SAP request form to its LHIO, see Advisory 2026-0005.

03

2. People and access

List who will use the system: doctors, nurses, front-desk staff and billing. Give each person only the access their role needs. If you run more than one location, set up the sites and teams together so each site has its own queue of unsent visits.

04

3. Patients

Remember that patients must choose your clinic first, through eGovPH, the Member Portal or their LHIO. Decide who at the clinic helps patients who are not sure how. Then check that your enrolled patients list matches who has actually chosen you.

05

4. The face scan

Decide where the check-in scan happens at the counter and who logs the reference number. Consider installing the PCU Bridge browser extension so reference numbers and results fill in automatically, and agree how staff confirm a mismatch (PC 2025-0017).

06

5. Deadlines and yearly sign-up

Learn the two cutoffs: first visits on the 7th of the following month, and consultations at the yearly second-payment cutoff (PC 2024-0013). Decide who checks the deadline calendar each week, and who follows up patients who are waiting on their yearly sign-up (PA 2025-0072, PA 2026-0029). Agree where a paper YES is filed in case the portal is down (PA 2026-0052).

07

6. References and review

Keep the official references handy and set a reminder to re-check them. Rules, coverage and amounts can change, and PhilHealth's own documents are always the final word.
